Microsoft's Windows 10 operating system which was released to the public from 29 July, reportedly has a Windows Update Delivery Optimisation feature that is enabled by default. This functionality automatically uses host computers and the internet bandwidth within to transmit updates to other Windows 10 PC users. If the bandwidth being used is creating problems. The Answer is mention below by Microsoft forum moderator Rohit Siddegowda.
While we continue to investigate the cause we would like to suggest changing the connection to Metered by doing the following:
Swipe in from the right edge of the screen, tap Settings, and then tap Change PC settings.
(If you're using a mouse, point to the upper-right corner of the screen, move the mouse pointer down, clickSettings, and then click Change PC settings.)
Tap or click Network, and then tap or click Connections.
Tap or click the connection you want to change, and then, under Data usage, turn Set as a metered connection on or off.
